It is really tricky compared to just being passed a link or a magnet but this is what we are stuck with if we want to download faster than 64 byte/s from Microsoft. Check that the tab you are using on MSDN subscription downloads is running in 32 bit (the Akamai download manager plug in active-x script thing doesn't run in x64 and it won't tell you that). This can be done by unchecking the run in kernel mode check-box on the security tab in internet settings and then restarting internet explorer. If it still doesn't work, press F12 and change so that IE runs in compatibility mode for IE10.
(That finally did the trick for me last time I had to download something and bashed my head for two hours trying to get the pop up to make an appearance) Reply with results. I was running into same issue and it worked for me. Had to turn on Compatibility Mode for Microsoft.com to get ActiveX installer to pop up. Reading closer now, I skipped step 1 and went straight to 2 and it worked. I did select IE10 compatibility mode first (I think) in the F12 tools, so don't know if it will work by default in compatibility mode but should (if it falls back to earlier version). I could use the download manager in Chrome but would lock up the browser (the downloader keeps taking the 'focus' making it impossible to do anything else) until the download is done. Well, using compatibility mode it works, so, thanks!
Now just let me rant a little. I was getting 28 KB/s on SQL Server 2012 ISO (3.5 GB). Now with compatibility mode set to IE9 the Transfer Manager installed and I'm between 550 and 800 KB/s. It still confuses me how this is supposed to be acceptable. I'm on a fresh Win 8.1 box with IE11. How is it possible that MSDN doesn't work (28 KB/s is just lame, given the exceptional bandwidth availability) with a setup that should be the reference? Either Microsoft opens up MSDN to other browsers/download managers (and lets me use my favorite browser, which is NOT IE11) or makes it's flagship browser on it's flagship OS works out of the box.
